Pobal na gaeltachta a chlárú mar mhionlach eitneach

Sé an prionsabal taobh thiar de mhionlach eitneach ná go n-aithnítear an pobal sin mar ghrúpa a thugann leo tradisiúin cultúrtha nach mbaineann leis an gcuid eile de dhaonra na tíre. Éilíonn mionlaigh eitneacha cearta difriúla dá réir.    Má chlárítear na Gaeltachtaí mar mhionlach eitneach bheadh súil go dtiocfadh borradh faoi chearta mhuintir na Gaeltachta agus go mbeadh siad ar ais ar chomhchéim le pobal lasmuigh den ghaeltacht arís.
