I have been waiting for a puppy from a highly respected overseas breeder for awhile now. My breed has a limited number of registrations in the US. By enforcing this rule, you are actually causing psychological damage to puppies who will miss out on a critical learning/socialization period that ends at about 12 weeks. You are making more puppies become fearful, aggressive, and filled with anxiety. Behavioral issues are the most common reasons why dogs are relinquished to shelters, and you are just creating more of them!

 Luckily puppies to the US can go on a younger age and that's why it's a weird rule. I live in France and I'm happy to have puppybuyers from the US for that reason because than the puppy can leave at the right age. And also as a puppybuyer you want to have your puppy at that age to socialize it in your environment.
