the way it would work is, a player puts up a personal vehicle for either a set price or a starting bid, then players either buy the car or bid for it, the buyer/winner will either have the car spawn in their garage or, if rocktar wants to add one, a special building, or LS customs. the name of the website could be called Los Santos automart and i will even personally design the site design if they wish. i think this site would be a great way for starting players to have a chance at getting a good car for cheaper and for car enthusiasts to meet new people.
