Petition for enclosure of Tierberg Road Bridge Retaining Walls

We, the undersigned eligible voters of the City of Cape Town and community of Parow East (Fairfield Estate/Avondale), in accordance with Chapter 7 of the Constitution 152D, petition the City Council of Environmental Health & Safety, to submit the following resolution to the Cape Town City Council for its inclusion on the 1 November 2021 general city election ballot: Furthermore, we petition the following person(s) directly:

Councillor: Jackie Visser of Ward 10; Sub council 6 

Sub council Manager: Pat Jansen; Sub council 6 

Sub council Manager: Ardela van Niekerk (Parow Municipality- Sub council 4)

City Manager: Lungelo Mbandazayo

Parow Police Station: Station Commander: Colonel TR Jacobs

City of Cape Town: Director of Law Enforcement: Mr Petrus Roberts 

Parow Law Enforcement Anti-Land invasion: Parow Law Enforcement Officers

We request that the City of Cape Town, be authorised to resolve the issue of vagrants & vagrant activities that is at an all-time high.

As a community we have become vulnerable as both our health & safety is being threatened. Vagrants who are responsible for the breaking down of infrastructure, dumping, defecating, and urinating in areas that are supposed to be safe for use by the community members, find themselves guilty of threatening the community members when these issues are being addressed. We have been patient, especially during this pandemic but the issue has been ongoing and as a community we are at our wits end. After multiple discussions with law Enforcement authorities, no permanent solution or resolve has been issued. Unfortunately, these areas are not being patrolled regularly and has not been cleaned thoroughly in years. The community has taken it upon themselves to gather evidence of the areas, often in an unkempt state. We as the residents of Parow East, deserve to live in a safe and healthy environment where Section 24 of the Constitution of the Republic of South Africa provides a mandate on the State to ensure environmental protection and ecologically sustainable development. 

We are therefore petitioning that with the assistance of Law Enforcement, SAPS, the City Council, as well as the Department of Social development, that the retaining walls of Tierberg Road bridge infrastructure, at the corner of Brug and Culemborg Street, in the Fairfield estate/Avondale, be enclosed in an effort to reinstate these individuals into society and prevent illegal land invasion. The issue has caused much frustration as the community members have tried to keep these areas clean and safe on their own but cannot continue to do so without authorities stepping in with a permanent solution. As a community, we request for a resolve to be discussed pertaining to the upcoming elections and have confidence that the above-mentioned authorities can hear the pleas of our community and are capable of issuing a statement of resolution and actioning a plan to combat this issue.

The community is willing to assist in providing reasonable measures for the prevention of pollution and ecological degradation to secure ecological sustainable development. We are looking forward to resolving the issue and to reinstate the health and safety of our residents.
