Most Reverend Eminence,
for the past 11 years there has been a debate about the resignation of Pope Benedict XVI, and there are now numerous authors (ecclesiastics, canonists, Latinists, jurists, journalists, philosophers, theologians, writers etc.) who have addressed the dramatic issue bringing to light very serious issues about the legitimacy of what is considered the last Petrine succession.
This puts the very survival of the whole Catholic Church at risk. Several priests who have testified the situation have been canonically punished: suspended, excommunicated, reduced to the lay state without the possibility of defending themselves or at least seeing their well-documented studies challenged on the merits.
Yet, some bishops (Msgr. Lenga, Negri, Gracida) and esteemed theologians (Msgr. Antonio Livi) have already for years publicly spoken out about maneuvers to oust Pope Benedict XVI.
This was made possible to them by the fact that the legitimacy of a papal election is not a dogma that has to be accepted by faith, so much so that formulas such as “legitimately vacant See,” “valid resignation of the Pontiff,” “valid election of the Pontiff,” etc. are repeatedly specified in the Constitution Universi Dominici Gregis.
The undersigned has also been the author, for the past four years, of the most thorough interdisciplinary and investigative work on the resignation of Benedict XVI and, on June 6, 2024, the undersigned also filed with the Tribunal of the State of Vatican City, a 100-page booklet, (prot. No. 116.24) drafted together with 5 lawyers, including 2 canonists, which perfectly reconstructs facts of unprecedented gravity.
Details also emerge about an assassination attempt plausibly suffered by the Holy Father Benedict XVI in 2012, during the apostolic trip to Mexico-Cuba.
In addition, artful manipulations of the original Latin text of the Declaratio and its translations have already been reported to the Secretariat of State, the Gendarmerie and the Swiss Guard.

Recall that the petition to the Cardinals of pre-2013 appointment “for the recognition of the impeded See of Benedict XVI”

has now exceeded 17,000 signatures, while 16,444 names were already deposited in October 2024 with the Secretariat of State. However an official response has been awaited since November 8th 2023, the date when the first 11,500 signatures were deposited.

We are therefore requesting a hearing with you before the end of the year to dutifully report to you on these matters, considering that you, as a fully legitimate cardinal, have the power and duty to protect the rights of the Apostolic See, as per Article 3 of Universi Dominici Gregis:
"I further establish that the College of Cardinals may make no dispositions whatsoever concerning the rights of the Apostolic See and of the Roman Church, much less allow any of these rights to lapse, either directly or indirectly, even though it be to resolve disputes or to prosecute actions perpetrated against these same rights after the death or valid resignation of the Pope.12 All the Cardinals are obliged to defend these rights."
