As you are clearly aware of the history of WW II, you must also know that the Holocaust affected over 60 million people from many others countries (including the Jewish people). Holocaust was executed by the Nazis and their collaborators during World War II, and the Holocaust victims were people who were targeted by the government of Nazi Germany for various discriminatory practices due to their ethnicity, religion, political beliefs, or sexual orientation. According to Wikipedia, World War II was the deadliest military conflict in history in absolute terms of total casualties. Over 60 million people were killed, which was about 3% of the 1940 world population (est. 2.3 billion).

In August 2009, the Polish Institute of National Remembrance (IPN) researchers estimated Poland's dead at between 5.6 and 5.8 million including 3 millions Polish Jews.

Among those who perished during The Holocaust were civilians, nobility, business

owners and heirs, therefore new laws are required to establish who and how much is to

be compensated.

I, for instance, would like to be compensated by the government of Ukraine for the lost property of my family and without a doubt there are millions like me, so the class action law suit on behave of all de-rooted from Kresy could be filed in American courts, if new laws similar to the one in question are enacted.

Any and all assets left heirless and intestate in any country of the modern world escheat to such states. Poland, or any other country, cannot be made an exception to this universally accepted legal principle.

Therefore, laws allowing claims against Poland exclusively should be challenged as unconstitutional, because they discriminate against nationality.

Furthermore, laws allowing one exclusive group of victims to seek restitution (vs. all groups, Poles including) should also be challenged as unconstitutional, because they discriminate against religion and nationality.

If claims are made against us because we inherited Jewish properties, we should make claims against those who inherited ours. This is a positive-sum game for Poland.

All countries in Central Europe including Germany should support revision of Jalta.

There are no “uncompensated survivors”. The claims have been paid - in some cases, multiple times.

Compensation for private property in Poland already paid to rightful owners

Under the 1960 Treaty, Poland paid the United States $40 million in full settlement of claims of nationals of the United States for nationalization or other taking of property, appropriation or loss of use of their property and debt owed by enterprises taken over by the State.

1 The $40 million paid pursuant to the 1960 Treaty represents over a billion dollars in 2017. Hence, this substantial compensation was intended to settle property claims against Poland by US nationals.
In accordance with Article IV of the 1960 Treaty, the United States agreed to fully indemnify Poland for any property claims of US nationals, which occurred on or before the entry into force of the 1960 Treaty.

In international law, there are civilized methods for recovering assets for heirs. In international law, when the heirs are dead, the property goes entirely to the state treasury. What the Jewish lobby in the US is trying to do is unlawful. Unjustified claims against Poland are a disgusting attempt to steal the national wealth of Poles. The guilt for destruction and Holocaust is borne by Nazi Germany. Poland has already paid compensation for Jewish property left in Poland under a treaty with the US government in 1960. Further claims and demands for any compensation from the Jewish communities will be an attempt of fraud and extortion.

We, Polish Canadians as well as Poles all over the world, many in Poland included, are joining Polish Americans in their opposition to Bill HR1226. We are urging You, the chairman of the Foreign Affair Committee, as well as other members of the committee, to deny the approval to the Bill due to the numerous flaws in it.
Your Polish American constituents have already sent to You documents explaining why the Bill should not receive a favorable review from the Committee. We are hopeful that after you carefully review the documents sent to You, You will be convinced that the Bill does not do justice, in spite of what the acronym of its name implies, would be unfair and very harmful to Poland, the biggest victim of Nazi Germany's atrocities and the strongest ally of the United States in Europe, denies historical facts, discriminates against other victims of WWII and communism and is not in the best interest of the United States.
We, the Poles in many parts of the world, plead with you to carefully review the Bill HR1226, note the serious flaws in it, and put a stop to it in order to prevent the harm it would do to Poland, the United States and the relationship between the two strong allies
