Fix Victoria RD

Prince Edward County does not have any plans to change the conditions of Victoria Road.  We need to act because the poor condition of the road is causing residents extra cost on the maintenance of their cars as well as decreasing the value on their homes.  It is also a safety factor as on a good day EMS would not be able to respond at a reasonable time due to having to drive slowly avoiding the potholes.
