      My name is Thomas Gebhardt. First and foremost I am a proud, loving and caring father. 
      Over the last 8 years , I have been fighting to protect my 3 amazing daughters from repeated child abuse, neglect and alienation. Like most fathers, I left my faith, hope and future in the hands of a lawyer, and the superior courts family divisions. 
       I quickly and unfortunately learned within first few months of litigation, it did not matter how much money, how much evidence , how good of an attorney I had, statements made in writing from others , did NOT MATTER in the courts eyes. I quickly learned of a broken failed system, and a decades long outdated bias precedent. 
       Despite all that, I still fought, I dug in, and although I did not achieve what I felt rightly afforded to myself, I did get the most with my kids out of any other story, case or father I knew. 
       But quickly into all that the courts ignored my concerns of abuse and neglect, over, and over, and over again. The courts continuously ordered me to return my children after every act of violence they endured by their mother. 
        Jumping ahead, not to lose your attention brings me to just over 2 years ago, where there was numerous reports of abuse to my daughters by my exes own family members, the schools my children attended, their aftercare program staffs, summer camp staff, and daycare staff members. The courts still failed to do anything, and began relying solely on the reports from child protective services. 
        Child protective services were not being truthful, and were using my family as a way to have and hold unprofessional relationships with the abuse. For example, Angie Arnaud, and her supervisor Patricia Lopez of the moddlesex county dcp&p office branch, went as far as allowing unilateral decisions to my children's safety , health, and welfare without my knowledge or consent. They withheld reports and allegations of abuse toward my kids by my ex from me. My children repeatedly told me of the horrors they were enduring. They were showing up with scratches, cuts, countless bruises, one of which was so bad it was scabbed over from the impact of the physical contact inflicted on my child by her mother. 
         I documented everything, went to police, they would do NOTHING but refer me to the family courts. I filed motions, they were denied because child protective services was lying to the judges. Then evidence started rolling in, and my motions began to get granted in my favor, and then my ex and her unethical attorney decide NOT to follow the courts orders. I went back to court over the last two years a dozen or more so times, all granted in my favor, yet cps was still committing perjury, my ex was not following the orders of every motion granted to me, yet despite the judges own threats of sanctions, never in fact enforced those assertions and threats to the other party. 
     Then Easter last year, my youngest was seen on public surveillance camera, being VIOLENTLY assaulted by her mother (closed fist hammer style punching in the head countless times, choking, slapping, knee to abdomen, and body slamming on the concrete ground) cps lied to me at the police station. As did police. Then when I motioned about it, cps Angie arnaud testified my daughter was the assaulting one, not her mother. The judge ruled I had to return my daughters back to the criminal abuser.  
     I then after court that day I went to the county prosecutors office and demanded help for my daughter. Refusing to leave . Finally I was able to sit with the township police where the crime was committed with juvenile detective and internal affairs officer. I showed them the surveillance video, the court orders and the cps report. Longer story short, the evidence I provided was enough for police to charge and arrest my ex. Who was brought to their police to be booked then transferred to county jail and 18 hours later or less, was released on pre trial conditions. 
      Went back to family court for next case management conference and the judge wanted to call cps for sworn testimony, I objected , showing the judge I had a petition, same as this one here , with hundreds and hundreds of signatures calling for the termination of the cps manager and her supervisor for committing perjury to the courts on the case matter and that since our last hearing, they would not fire her but rather "reassigned" her off the case. I was given custody of my youngest who was assaulted. But the judge still allowed the now child abused charged mother to continue custody of our other 2 daughters also being abused and neglected. She began parental kidnapping and not sending them to school to obstruct my access, courts did nothing to enforce, nor did police. Finally in June I got my middle daughter, safe , happy, relieved and has been with me since. My two youngest daughters are in therapy, and from the abuse , years of abuse they endured, suffer from "severe trauma, ptsd, anxiety and depression at the result of the abuse from bio mom" i effectuate a loving and caring and inclusive family structure for my family. Support with school, family, socializing etc. my two daughters are thriving. But my ex, still with olds unlawfully my oldest daughter. 
      My ex in this period has been indicted on felony charges of child abuse, found guilty of truancy in municipal court , found guilty in harassment to another unrelated third party, gone homeless, unemployed , car repossessed , pending another truancy charge in municipal court over my oldest excessive absences , over 40 this year alone and so on. 

      Now to the purpose of this petition. I have tried to get legislation passed to reform family court laws, reform child protection agencies and their policies and handlings , even reform for police to empower them to enforce family court orders.
      while I have not been sucessful in that just yet , it has yeilded public awareness, and hundreds and hundreds of signatures. It has resulted in awareness being shared on New Jerseys largest radio station 101.5 with bill spadea covering parental rights , who also by the way is running for New Jersey governor this upcoming election cycle , so let's dig in and get the rights back to the parents and end the family law corruptions. I started the #thisfatherneverquits movement. I shared everything from the surveillance camera, court orders, emails, audio recordings, videos, live steams etc for total and utter transparency of the truth of it all.

      So now I'm thinking start a little smaller and lower on the totem pole. So rather than the above, which will still be pushed to reform. This petition is to call on to pass into law requiring the following : 

        GEBHARDTS LAW PROPOSAL : 

1-) REQUIRING ALL CHILD PROTECTIVE SERVICE FIELD AGENTS, INTAKE WORKERS, etc, WEAR BODY WORN CAMERAS (BWC's) PRIOR, DURING, to ENDING of responding to any and all allegations, investigations and follow ups. 
     1A-) this mandate purpose is to hold accountable for full transparency not only the employees conduct, but for the accuracy of the conditions they oversee and the interviews conducted to avoid any misrepresentations , lies, misconduct and also ensures the safety of not only the public, but the agency itself. It's purpose is to restore faith and trust within the public in the government agency while maintaining accountability of the agency and its employees. 

2-) REQUIRING ALL CHILD PROTECTIVE AGENCIES TO PROVIDE ANY INVOLVED PARTY OF REPORTS OF ALLEGATIONS OF ABUSE AND NEGLECT THE CONCLUSION FINDING LETTER AND REPORTS UPON PARTIES REQUEST TO OPEN RECORDS FORM WITH PROPER IDENTIFICATION, and said agency shall provide such within 15 days of requests made. 

3-) REQUIRING ALL CHILD PROTECTIVE AGENCIES TO UPLOAD AND PRESERVE ALL BODY WORN CAMERA FOOTAGE  INTO A SECURED DATA BASE SHARED WITH FAMILY COURTS, POLICE AND COUNTY PROSECUTORS OFFICE FOR THEM TO DETERMINE IF CHARGES SHOULD BE BROUGHT AGAINST THE ACCUSED. 

4-) REQUIRING ALL CHILD PROTECTIVE AGENCIES INTAKE AND INTERVIEW STAFF TO UNDERGO TRAINING TO INDENTIFY PARENTAL ALIENATION AND TEACHINGS OF PARENTAL RIGHTS AND CHILDRENS RIGHT ACTS. 

this bill proposal, is absolutely to protect our children, but it also to protect the falsely accused. To protect family's as a whole. I believe in these changes being needed passionately, because of they were in place, my daughters would not have and still endure countless acts of heinous assaults, abuse, neglect, educational neglect, medical neglect, parental alienation, subjected to all sorts of unsafe conditions and with the consequences of altering children for years to come in their lives.
