Appeal of Catuna Residential Care Facility - Placer County BOS This Tuesday, 11:30 a.m.

Despite near-unanimous opposition from neighbors and Granite Bay residents, the Placer County Planning Commission on August 27 unanimously approved the Catuna Care Home for 15 dementia patients in a 10,400 SF addition to an existing 2,171 SF residence at 6505 Arabian Circle in a residential/agricultural zone located on a private road.

25 neighbors have appealed and we go before the Board of Supervisors this Tuesday, November 3 at 11:30 a.m.

If you have time please call 530-886-1800 to be added to the Call-Back List prior to 8:00a.m. Tuesday and you will be allowed to speak against this project. Then be be prepared for a staff member to call you back for the specific item when public comments open after 11:30 a.m.

County Staff is stating that "The proposed project is consistent with surrounding development along this portion of Douglas Boulevard and the character of the area has a mix of residential and commercial development."  Yet this facility as planned does not enter and exit off of Douglas Boulevard, rather off of Arabian Circle, a private road serving a residential community.

One Planning Commissioner opined at the hearing that since a resident on our street could build a house this big, why not allow a care facility of this size?

Planning Commission Appeal tomorrow, Thursday, August 27 at 10:05 a.m.

Despite near-unanimous opposition from neighbors and Granite Bay residents, the Zoning Administrator on May 21 approved the Catuna Care Home for 15 dementia patients in a 10,400 SF addition to an existing 2,171 SF residence at 6505 Arabian Circle in a residential/agricultural zone located on a private road.

25 neighbors have appealed and we go before the Planning Commission tomorrow, Thursday August 27 at 10:05 a.m.

Public Comment for the Planning Commission will be offered through a remote call-in line, or virtually through a Zoom meeting webinar https://placer-ca-gov.zoom.us/j/94109787915 utilizing the “raise hand” function for Public Comment; or by calling 888-788-0099 or 877-853-5247; Webinar ID: 941 0978 7915.

If not using Zoom, citizens who wish to comment should call in at 530-886-1810 to sign up for public comment. Public Comment will be opened for each agenda item; commenters must be signed up for a call-back prior to the Chair calling for public comment on the item. If you wish to give public comment or speak to an item you must be signed up for a call-back. Sign-ups for Public Comment will be accepted starting at the posting of this agenda.

This flies in the face of Section 1.4 of the Granite Bay Community Plan (Priorities) which states that the “prevailing goal is to preserve the unique character of Granite Bay. One of the most significant issues for residents is a concern that growth pressures are threatening the quality of life within their community”.

This is a residential neighborhood and the County is attempting to justify this monstrosity by stating that decades-old grandfathered businesses such as Dick's Taxidermy and the Granite Bay Vet Clinic, and civic buildings such as the Library and the Lutheran Church, are commercial businesses which justify further commercial development in this residential area.  This is wrong!

Thanks to all of you for signing the Petition, we have over 220 signed petitions and hope to reach at least 300 by 8 a.m. tomorrow the last time to submit information to the Hearing Officer.
