Child Protection is EVERYBODY'S business. Ignorance of the Law is not an excuse. Everyone has a role in ensuring children receive the best protection and care so they can develop to their fullest potential. I have had viewed the video; poor child. Sad to say that Willie has violated the Article V, Section 9 of Republic Act No. 7610 on Special Protection of Children Against Abuse, Exploitation and Discrimination Act.
