Create a Standing Governance Committee

Petition to Ammend IATSE Local 891 Constitution and Bylaws to create a Standing Governance Committee.

Constitution Under: Article 12.1 (b)

Bylaws Under: Article 4.1 (b)

Motion: 

 

“We move that the Governance committee become a standing committee added to the constitution Article 16.1 and the bylaws article 3 and that the chair and the committee are both appointed and under the direction of the membership and e-committee.“

 

This will require a change to the bylaws article 6, section 5 to: “All standing committees shall be appointed by the president” to add “except for the election and governance committee”

 

The reasoning for the Motion: 

 

The constitution and bylaws govern our local. The constitution and bylaws are currently outdated; many articles no longer serve the membership. Some articles are currently enforced, and others are not. There are contradictory articles between the constitution and bylaws. The reasoning for making this a standing committee is that we will always need to update the rules that govern us as we grow and move forward as a membership.

 

In 2021 the membership made two motions for the governance committee to be struck and for there to be representation of each department. The Governance Committee was struck, and it was making significant progress that was regularly reported to the membership. The current President has halted this work for the entirety of 2022.

 

There is a conflict of interest with the president of the local having the ability to appoint the chair and all members. The precedent for having a committee at arm’s length to safeguard the integrity of the local is in the constitution has already been set with the election committee article 16.3 D. 

 

A standing, arm’s length Governance Committee protects the members, as presidents will always come and go.
