Dog registration costs in Upper Hutt City be reviewed.

 The Upper Hutt City council need to justify the cost of dog registration which should cover the cost of implementing dog control only. And older dogs should be exempt or half price.Late Payment of registration should not be a criteria for judging someone as not  being a responsible dog owner.
