It MUST be a mistake, that Stockexchange, and government, alove shareholders to lent out shares for shorting. It is just a smart method to manipulate prices on shares.
This way authorities open up a wide door for fraud and speculations that can theath small stockholders to sell out on falls signals manipulated by so called shorters, Ususally Big Big banks or dealeres that operates in cartells and sells and buys between each other after sertain patterns grred in advance.
