Numerous factors. 1. First time offenders 2. They are so young, they lack the capacity/maturity to understand the consequences of their actions. 3. There have been much worst perpetrators who are much older who got away with only a slap on the wrist. 4. Severity of punishment outweighs the severity of the action committed. 5. This is 2014, we as a society are supposed to be more informed, enlightened about why sometimes people do what they do, and so we should be more tolerant, understanding and forgiving.

Knowing our Govt, this is an personal insult which they will not be taken lightly. I pity the 5 boys. They are lucky if they get to do community service. I doubt they will not receive the full brunt of the law.
