these people need to be made accountable for their actions , this is cruel and inhuman , animals feel just like we do and they should not be treated in this way, how would they like to be tied and dragged maybe they should be to show others this is what you don't do.. this poor dog did not deserve this , if they did not want him then take him to a shelter
