Request for reviewing the CBCS exam(all semester UG and PG)for the year 2020

We, the CBCS students (UG and PG)of North bengal University in West Bengal, are in a state of confusion regarding our CBCS examination. On this matter, we would like to draw your attention towards the prevalent practical issues in the wake of Covid-19 pandemic, keeping in mind the WHO’s guidelines on this subject.

DIFFICULTIES: 
1. Non residential students, usually stay in mess or rented house within the vicinity of their college . Currently , all these students are at their home due to lockdown. Thus, these students may not get suitable accommodation if the exam is taken in a haste without proper logistical planning. And problems like social stigmatisation arise on contamination for many students especially the ones from a rural background.
 
2. As our Govt. is announcing repeatedly to adhere to WHO's social distancing guidelines (10/12 feet) as well as to stop mass gathering to break the cycle of transmission. Now social distancing process may not be kept by all outside the examination hall during exam days which is troublesome.
 
3.There is no confirmed news on the transport facilities like trains or buses commuting regularly and punctually without having any special rules. This is a huge concern for us.
 
4. Appearing physically for pen and paper mode examination at this stage of the pandemic , might backfire and infect a part or section of the students.
 
5.There is a big rumour about giving the exams online because going to the home centers possess all the health related problems mentioned above. Also appearing for exams from home is not feasible because some of us don't possess the means or proper internet connection to go through the entire process smoothly.
 
6.Due to prolonged lock down period everyone as well as students are in stress so giving exams in this situation might affect their results .
 
 7.Not everyone is interested in online classes.And they cannot able to attend these online classes for extreme poor connection of network surrounding their hous.
 
   -All the above category students have submitted declaration to postpone the examination until the lockdown ends and the spreading of Corona virus declines. Also the examination must be taken after completion of syllabus in offline classes.
 
REMEDIAL ACTIONS TAKEN BY OTHER UNIVERSITIES:
To maintain Govt. Circular and to stop spreading of COVID 19 as well as to grab all opportunities by all the students, few Institutes / Universities have taken some remarkable decisions to overcome this situation. Some examples are mentioned below:-
 
 1.Everyone is mentally unprepared for the terrible state of lockdown. In this situation, the decision to take the exam within a month if the lockdown is relaxed, we think is unscientific and against the interests of the students. Exam schedule should not be determined based on online class Because most of the students in our state could not take this opportunity due to severe economic crisis. Again, the online system is ineffective in science laboratory dependent subjects In addition, a large portion of general course students at the undergraduate level are excluded from online classes by all universities. In this case, we want to make it clear that in case of lockdown, the examination schedule has to be determined by filling the teaching deficit in accordance with the required hygiene rules (online class should not be considered as teaching).
 
2.In this time of crisis in the field of education, the UGC and the government should not take any decision unilaterally Student organization. Teachers organization. Educators. The final decision has to be made after talking to health experts. In this case, we notice that the unilateral decision of the UGC and the state government is in many cases not only unscientific, but also puts a strain on the students. The students are causing deep frustration in the society.
 
3.If the lockdown is relaxed, classes will be held in the college even on university holidays, if necessary, special shifting classes will be arranged and the examination schedule will have to be announced after completing the syllabus. In some special cases the syllabus can be rearranged by adding the remaining syllabus to the next stage In that case the omitted part will have to be arranged for teaching at a later time In this regard, the university has to take a scientific decision based on the views of all concerned. In this case, we think that the underdeveloped infrastructure of most of the organizations is the main obstacle in implementing this plan. Therefore, the government needs to take immediate steps to improve the quality of all types of infrastructure, including the recruitment of teachers in institutions.
 
4.Due to the lockdown period, a very large number of students are going through severe financial crisis. All forms of educational fees, including examination fees, at all levels of education must be waived. In this situation, the cost of education needs to be clarified.
 
5.The UGC will have to take the right steps to ensure consistency among the universities across the country in scheduling examinations across the country. As a result of the variation in the extension of the lockdown period, it is necessary to ensure that no student has to suffer any problem in getting admission in higher education in any institution of the country.
 
Considering the gravity of situation, we feel, you will be kind enough to review our appeal in such a manner that all the CBCS(all semester)students would not have to go through the physical, mental and psychological stress of dealing with an exam in the midst of a pandemic.
