Because taking dogs from thier owners is inhumane and if the dog is vicious as stated, why wasn't the dog seized at the incident that sparked this accusation? If no one has actually been hurt by this animal, then it is nothing but bullying a vulnerable member of society. To what end? If the dog is a genuine threat, help both the man and the dog. Use the would-be court costs for a dog behaviourist instead.
