Support Universal Mask Mandate in LSR-7 School District

We, the undersigned of this petition to the LSR7 School Board and the Superintendent, request and fully expect the Lee’s Summit LSR7 School District to implement a universal mask mandate to prevent disruptions to the educational environment and to protect all students, staff and faculty during the 2021-2022 school year.

A universal mask mandate will reduce the likelihood of illnesses, quarantines and transmission of COVID-19 and its variants, including the highly contagious and currently prevalent Delta variant.  Based on current research, local health data, guidelines from the CDC, and the American Academy of Pediatrics (AAP), universal masking for all students, staff and faculty, regardless of vaccination status, is the clear, effectiveaction for our school district.

The CDC recently issued more stringent guidelines given new and alarming data indicating that while “infections in vaccinated Americans are rare, compared with those in unvaccinated people… when they occur, vaccinated people may spread the virus just as easily.” (https://www.nytimes.com/2021/07/30/health/covid-cdc-delta-masks.html)  Given this evidence, we expect universal masking to include all secondary level students, staff, faculty and visitors regardless of vaccination status.

Kansas City recently implemented a universal mask mandate for 2021-22, affecting Summit Point Elementary School.  LSR7 now needs a district-wide policy to ensure consistency and safety for all students, staff and faculty.

The American Academy of Pediatrics made clear recommendations (https://services.aap.org/en/pages/2019-novel-coronavirus-covid-19-infections/clinical-guidance/covid-19-planning-considerations-return-to-in-person-education-in-schools/) for school districts including the following:

All students older than 2 years and all school staff should wear face masks at school (unless medical or developmental conditions prohibit use) for the following reasons:
o a significant portion of the student population is not eligible for vaccination
o protection of unvaccinated students from COVID-19 and to reduce transmission
o lack of a system to monitor vaccine status among students, teachers and staff
o potential difficulty in monitoring or enforcing mask policies for those who are not vaccinated; in the absence of schools being able to conduct this monitoring, universal masking is the best and most effective strategy to create consistent messages, expectations, enforcement, and compliance without the added burden of needing to monitor vaccination status
o possibility of low vaccination uptake within the surrounding school community
o continued concerns for variants that are more easily spread among children, adolescents, and adults


We ask that LSR7 protect our students, staff, faculty and community by cooperating with health professionals and implementing more than just the minimum recommendation(s). We have learned that recommendations are ineffective in creating the type of school community poised to prioritize in-person education for our hard working students.  We fully expect LSR7 to follow the science, recognize the spread of COVID-19 in our community, listen to health professionals, follow the credible scientific research and take deliberate and courageous steps to address the spread through universal masking and other mitigation strategies.
