To cancel the Thulicherry-Kakkad RING ROAD - II project of Puzhathi Division

This petition is to bring to your notice regarding the master plan of widening the Thulicherry-kakkad road. The road passes through several houses built decades ago leading to many people losing their homes. The residents of this place are mainly senior citizens.We kindly request you to sign this petition to cancel this plan. The more details and impacts of this plan have been provided below:

According to the draft master plan of the Kannur Municipal Corporation, it has been decided to widen the road facing our house to 16 meters, which is only 2 km long, between Sheen Bakery and AKG Hospital, Kakkad Dhanalakshmi Company through Puzhathi Division (XI) Thulicherry, in the first week of April 2023. It came to know only when the Corporation was approached for permission to construct a house. When we contacted the councillor, we got to know from them that they had no prior knowledge of such a project and only the Town Planning Authority and Corporation officials were aware of this project. In India, which is known as the shrine of democracy, especially in enlightened Kerala, we are watching with utter amazement and even more fear that such decisions are being implemented unilaterally. After contacting the Town Planning Office about this plan and according to their reply, it was understood from them that this is a plan that has been conceived by calling several meetings and involving the entire people's representatives. Therefore, it is requested to cancel this plan which was taken without understanding the will of the people.

A detailed self-study of the existing plan revealed a number of shortcomings and the following are the salient points.

1)No new construction activities are allowed since this one project came into existence. If permission is to be obtained, about 9 meters including 3 meters of SET BACK will have to be poured on the road. Moreover, it has been understood that this project is completed in 20 years only, so that there is no possibility of any purchase and sale of our land and no bank loans to meet the financial emergency and this area of huge value becomes completely useless.

2) The road described above passes through several houses built on very small plots. As a result, we and our future generations, who have been living here for many years, have been forced to go to the streets.

3)The new highway, which is currently under construction, will be opened for traffic in 2024 and the number of long-distance vehicles entering Kannur city will decrease significantly. According to the master plan, it has been decided to build more than 6 wide roads from the 5 km long road from Puthiyatheru to Thekibazar at intervals of about 4 km to reach the Kakkad Kunjipalli road. It is seen in the master plan that 4 roads will be widened by 16 meters and Kakkad Road by 24 meters. It is not yet understood what is the science of connecting all these roads within this 5 km with the Kakkad Kunjipally road which is a parallel road of only 2 km.

4)At present the proposed RING ROAD II passes through Tullicherry Road. Through the Center of Sugarcane Research Centre, a central government institution. Construction through this field, which is the entire water reservoir of the region, has resulted in a lot of environmental pollution.

5)The current widening of the road necessitates the demolition of the Umamaheswara Temple, which is established nearly 1000 years ago and has a strong emotional connection with the people of the region, and the Nagathara, which houses the famous Nagam in its apparition. This is no small wound in the hearts of believers.

6)At present there are roads for traffic of required width from Puyyateru to Thana, Podikkund to Kakkad and Idacheri to Kakkad and some of them have started the process of widening. Also, 500 meters south of the proposed road, Thekibazar Kakkad road also exists. 

It is humbly requested to cancel the Kakkad-Thulicherry RING ROAD - II project of Puzhathi Division which is included in the master plan considering the above reasons. It is also requested to be given an opportunity to explain directly before the Master Plan Committee while considering the above complaint. Expecting a completely sympathetic action.
