Vi ønsker en pensjonsavtale mellom Norge og Japan.

Per i dag har ikke Norge en pensjonsavtale med Japan. Våre nærmeste naboer Sverige og Finland, samt flere andre europeiske land, har allerede ferdigforhandlet pensjonsavtaler med Japan. Mangelen på en avtale fører til merkostnader for enkeltpersoner og bedrifter, og er en unødvendig bremse for det japansk-norske samarbeidet.

En pensjonsavtale koordinerer pensjonssystemene mellom to land og gjør arbeidsopphold enklere å gjennomføre. Vi lever i en tid hvor kompetanseutveksling blir viktigere og viktigere og 2012 undertegnet Norge og Japan en arbeidsferieavtale. Denne avtalen styrket forbindelsen mellom landene våre, og en pensjonsavtale er et naturlig neste skritt for å videreutvikle Norge og Japans relasjoner.

Av disse grunner ønsker NCCJ at Norge inngår forhandlinger med Japan om en pensjonsavtale.

日本とノルウェーの間で、社会保障協定が締結されることを望んでいます。

フィンランドやスウェーデンをはじめ、ヨーロッパ主要諸国と日本の間では社会保障協定が締結されていますが、ノルウェーと日本の間においては今日においても未だ締結されておらず、二国間のさらなる関係強化を阻むものとなっています。協定が締結されていないことで、在日ノルウェー人の個人、法人レベルでの支出が増え、二国間のよりよい関係性を育む上で本来あるべきではない障壁となっているのが現状です。  

社会保障協定の締結により、懸案となっている年金問題が解決されれば、人的、経済的交流が促進され、日諾関係もより盤石なものとなるでしょう。人材交流がこれまで以上に重要となっていくとの認識から、2012年には日諾ワーキングビザ協定が締結されました。この協定の締結により、日諾関係が更に強化されたものになったことは言うまでもありません。  

今後のノルウェーと日本のさらなる関係強化を見据えた時、社会保障協定の締結は必要不可欠なものと考えます。 締結へ向けての第一歩として、ノルウェー側に日本と交渉するよう要望します。

We want a pension agreement between Norway and Japan.

As of today, Norway does not have a pension agreement with Japan. Our closest neighbors Sweden and Finland, as well as several other European countries, have already successfully completed negotiations for pension agreements with Japan, putting the Norway-Japan relationship at a relative disadvantage. The lack of an agreement leads to additional costs for individuals and companies and is an unnecessary barrier to increased bilateral collaboration.

A pension agreement coordinates the pension systems between two countries and makes professional exchange easier to conduct. We live in a time where competence exchange is becoming more and more important, and in 2012 Norway and Japan signed a working holiday agreement. This agreement strengthened the connection between our two countries, and a pension agreement is a natural next step in further developing Norway-Japan relations.

For these reasons, NCCJ wants Norway and Japan to enter into negotiations with Japan on a pension agreement.
