It is very hard for most working parents to take off extended times either at Christmas or summer vacation. It is much more feasible from both academic and vacation perspectives to have staged breaks rather than lump breaks throughout the year. The vacation that my family took in September that year was the best vacation my family ever had because the temperature was not 100 degrees and we could get out and enjoy the outdoors.
