Petition against the opening of a Night Club in Industria

We, as Paballelo Community Policing Forum, herewith wish to petition against the opening of a Night Club in an Industrial Area. The Night Club will be operating as 'Club 054.' They advertised their intention to apply for a Liquor License in terms of Form 2, of the Northern Cape Liquor Act of 2008, which places an obligation on the owners/agents to lodge an advert to inform the constituents of the area wherein they intend to operate of their intention to apply for a Liquor License. The advert was in the Gemsbok Newspaper. This form clearly outlines the following information:

1. Municipality- David Kruiper Municipality.

2. Full name, street & postal address of the applicant: Kalibso Holdings,  244 Oranje Avenue, Upington, 8801.

3. Kind of License applied for:  Night Club License. 

4. Kind of Liquor to be sold: all kinds of Liquor. 

5. Name under which business conducted & full address of premises: 

Club 054, 14 Industrial road, Upington, 8801

6. Extra items to be sold (sec 4(5)(a) & (b): Only Liquor & cigarettes. 

There is a possibility that the patrons that will utilise this Night Club will cause traffic congestion for the logistic trucks, vehicles & company fleet that will be using the road to import, export goods & services, internationally,  continentally, nationwide, locally,  interprovincially & intraprovincially with their cars. 

It is also reasonable to expect a rise in contact crimes like rape, robbery, assault. Business break-ins is another crime that could happen. As we have Eskom, SAB, Permac, Sout, and other businesses in that vicinity. 

Orange River Cellars is our pride & worldwide renowned for their wines & this could have an impact on their production, and the timely delivery of their goods to various destinations. 

We all know that the gravel road behind Permac is not well lit,  as there is no lights on that road. Therefore, with the rise in GBV & and vulnerability of women particularly,  citizens & other patrons has got a great chance of being victim's of various crimes as we have already averred above. 

Additionally as we all know, the probability of there being fights on the way to the Night Club,  or on the way from the Night Club, is also a threat that is there & which we need to assess & take into account, and this could cause damage to property. This Night Club will be between Rosedale & Paballelo,  therefore,  undesirable people from the 2 communities will also take advantage of this,  as if a robber from Rosedale robs someone from Paballelo,  they will be able to evade arrest & therefore result, in a delay in justice taking it's course, as the people from the 2 communities are not all well familiar with one another,  & vice versa. People from other neighbouring communities will also utilise this Night Club and they would just as equally, have a great chance of being victim's of various crimes.

Furthermore, it is against these probabilities that we wish to petition against the opening of a Night Club in an Industrial Area. We understand that it will create jobs, as we are all aware that the unemployment rate is quite high. However,  we need to be cognitive of the negative consequences this Night Club will have on the businesses in the Industrial Area. 

Finally, let's not forget the positive contribution that Upington Industria wholisticly plays to the Gross Domestic Product (GDP) of the province, as Upington is one of the biggest towns in the Northern Cape.  

Consequently,  the ZF Mgcawu region, in the beginning of the 1st quarter of 2023, had a Cluster Meeting at the Cluster Offices of the South African Police Services, and in that meeting,  according to the crime statistics, Paballelo Community is the Community with the highest percentage of crime in the entire region and, the station Commander,  namely,  Lieutenant Colonel Isaacs, was commissioned to try to the best of his ability & his collective to try & decrease these stats. This is a long shot, however,  because we are all affected by these stats, both directly & indirectly,  we need to be proactive citizens & patriots to help in the fight against crime. The police on their own, will not be able to fight against crime alone, they need our support as members of the community.

In conclusion,  we would appreciate it if the affected communities could help us eliminate the above mentioned probable consequences from happening to our sisters, our brothers, and fellow human beings.  Let's stand together & take a stand on this matter. United we stand & divided we shall fall.
