PETITION TO THE CITY MANAGER OF CITY OF EKURHULENI, DR IMOGEN MASHAZI, TO RECALL AND REVIEW THE MEMORANDUM ON THE PROCEDURE TO REPLACE STOLEN SERVICE CONNECTION CABLES

We the Residents of the City of Ekurhuleni (CoE) petition the City Manager of the CoE, Dr Imogen Mashazi, to recall and reconsider the memorandum circulated by the Head of Department for Energy, Mr. Tshilidzi Thenga, concerning the replacement of the Stolen Service Connection Cables.

The Memorandum lays the onus on the residents to pay for a cable which belongs to the CoE. Residents have no control over the safeguarding of these cables. This memorandum implies that that residents are culpable for the theft which is inaccurate, unfair and unjust. Residents, more especially the poor and elderly, are being unfairly punished for the theft of the cable while criminals are allowed to evade the consequences for their actions. Residents and businesses are negatively affected and are waiting for more than 30 days for repairs/ replacements. This memorandum was first introduced in the year 2010 for a specific area, and now has been reintroduced after 12 years, for a very different situation. This memorandum is also being inconsistently applied throughout the City.
