We are asking the City of Stoughton to remove ordinance that prohibits fences in all easements

We bought a house in Stoughton and we're not informed about an easement being on our property beforehand. With pets a fence was a big deal to us. We ended up spending another $1000+ to ensure we fenced our yard.. but lost a good portion fencing around an area we are not allowed to use because of it being an easement, more specifically one that is not used or even able to be used due to large mature trees being on that part of the land as well. It is not fair that we have an unuseable alley in our yard now that we are unable to use but are responsible for.

I agree with getting rid of fence ordinance to keep children and pets safe. As I live on the corner of 2 busy roads and have seen cars fly through the intersection without any hesitation to slow down or completely stop.

Amanda Alme (Stoighton, 2019-07-01)

I would like the option to put a fence where needed

Jessica Michaels (Stoughton, 2019-07-01)

If families follow the rules and have permission from ATC to build the fence there's no reason this shouldn't be allowed. This is an example of unnecessary jurisdiction making lives difficult.

We tried for years to create a private backyard at our prior home in town. We had a chain link fence that was placed more than 30 feet off the back lot line to comply with the easements when we moved in; we wanted to rebuild a privacy fence near the lot line. My husband met with the city and we were told there’d be no chance so we ended up moving out of town to the country.

I have pets and small children with special needs and would like the comfort of knowing that they are safe in my yard.

Jeffrey Farley (Stoughton, 2019-07-01)

I'm signing because I too love with an easement that is not friendly to be putting up a fence with. As I as well have a young child that I want to protect in the safety of my own yard.

Stephanie Magnussen (Stoughton WI, 2019-07-01)

#26

I’m signing because homeowners/parents should be able to protect their children on their property.

Tiffany Greenheck (Stoughton , 2019-07-01)

An easement is affecting me.

Jack Guiles (Stoughton, 2019-07-01)

I own a home here, I pay taxes here, I am a responsible citizen, I deserve to be able to protect my children and dog with the safety of a fence enclosing my private property. It's my house. My land.

Alison Sklenar (Stoughton, 2019-07-01)

We wanted to upgrade our fence which would improve our property, but we would lose 6 feet on two sides of our yard. It would be a significant reduction to our yard.

Trina Kiefer (Stoughton, 2019-07-01)

#41

I support removing this ordinance

Tyler Hedstrom (Stoughton , 2019-07-01)

I also have a yard I want to fence some day. Easement takes up over half of my side yard.

Having fences protect our children and animals in our yard. We live on the corner of two roads and cars go way to fast past our house. There are too many dogs let out without a leash as well, and I do not need them bothering my dog or children.

Wesley Thompson (Stoughton, 2019-07-01)

#52

I’m signing this because my daughter needs a fence to be able to keep her children safe, and this ordinance prevents that. Stoughton Utilities should be responsible for policing their own easements, not the municipality.

Lidia Tredinnick (Stoughton , 2019-07-01)

#57

Safety for my pets and grandchildren. Also to keep my pet in yard safe and courtesy to neighbors.

Peggy Packard (Stoughton , 2019-07-01)

The ordinance would make it hard to put in a fence in my yard as well!!!!

Solveig Schroerlucke (Stoughton, 2019-07-02)

#61

I believe people should be allowed to put up fences for privacy and to keep their pets and children safe.

Donna Vondra (Stoughton , 2019-07-02)

#62

I'm signing because easements are generally granted in order to allow for some limited access to a specific area. The Utilities can mark their underground locations and accommodates for a fence can be made.

Jim Unrath (Edgerton , 2019-07-02)

#66

Everyone should have there right to privacy and the safety for there pets and loved ones. If it’s your property you should be allowed to do with it as you please.

Chris Huggett (Stoughton, 2019-07-02)

We would like to get a fence around our yard to keep our young child and dog safe.

Jenna Robinson (Stoughton , 2019-07-02)

My yard runs along 51. The easements take up my entire yard, with the exception of 3 feet from my siding. I have 2 small children.

Certain situations call for Fence because of. Pets Children

Eric Tenjum (Stoughton , 2019-07-02)

#93

I believe you should be abke to use your whole yard and fence it, however if for any reason that the intended reason for that easement, on which the fence is placed, is damaged by the holder of the easement ie- throught the course of maintenance/ repair or installation of new services, the cost of removing and/or fixing the fence is on the property owner.

Jeffrey Krueger (Stoughton, 2019-07-02)

#96

I support the right to fence our properties as we desire. We pay high property taxes here. We resent being told what we cannot do on our land!!!

Heidi Harms (Stoughton , 2019-07-02)

#98

We should not have to jump through so many hoops to put a fence up to protect our families.

Jordann Olson (Stoughton, 2019-07-02)

I’m signing because it is dangerous to have young children in a yard with cornfields on two sides, large tractors and no fence. They should be granted a variance. This is a special situation.

We are trying to put up a fence and have an easement in the backyard as well. All other neighbors fences, bushes, etc. are all on their property line.

Scott Johnson (Stoughton , 2019-07-05)

#124

Pls get rid of this outdated ordinance!

Dawn Henson (Stoughton , 2019-07-09)

#125

I think fences should be allowed on property that is owned by the property owner and pays taxes on. Screw the easements, when they need to access that land they can do so?

Stephen Peterson (Stoughton, 2019-07-09)

#127

Hello, I'm signing this petition because I also have the same ordinance for fence easements on my property that takes up 2 sides of my property, Loosing 6' on 2 out of 3 sides of my back yard is ridiculous. We pay taxes for property we technically can't use. And my taxes go up every year. Maybe the power company should pay the taxes for that piece of property.

donald anderson (stoughton, 2019-07-09)

#131

I would like to fence in my yard but can't because on a corner lot

Robin Wolfe (Stoughton, 2019-07-10)

#134

I most certainly feel that this is an issue of public safety for Stoughton residents that needs further consideration. Allowing fences within easements would provide both security and containment. They would further protect those most vulnerable including: infants, children, and pets.

I currently live in Madison, but have many friends in Stoughton whom I visit. I have witnessed firsthand how close large farm equipment comes to residential lot lines. Without a fence in place, this situation continues to be unsafe. This change would be of great benefit.

Please, consider this ordinance change to increase the safety of Stoughton residents, especially their children and pets. This change would be of great benefit. Thank you

Anita & I are signing because we care about Marcy, Michael and the boys

Bill Amundson (Stoughton, 2019-07-13)

#150

Homeowners should be able to fence in yards for safety and comfort.

Sydne Conant (Stoughton , 2019-07-14)

#152

Fences should be allowed on easements if an agreement is made with utilities and is deemed safe.

Chrissy McDermott (Stoughton , 2019-07-15)

#153

I believe in compromise and I too may want a fence one day!

Amanda Burian (Stoughton , 2019-07-15)

Ridiculous that these parents have to fight for their family's safety. From one ASD mom to another, I wish you the best of luck!

Our city ordinances need to be cohesive and collaboration with city and citizens. Our neighbors who had to put up a fence went through a terrible and expensive ordeal just to replace an existing fence that they had due to its disrepair. Fences are for safety and not control. Our fellow area municipal government only ask that the property lines are verified and that a permit is filed. The average cost to administer is minimal to the homeowner. And their contact person to work with is engaging and professional. Our neighbors were dismissed, insulted and had to reach out to their alderman for help due to the staff member at the city who is employed by the city making it always difficult for us homeowners and tax payers. Let’s work together not against each other people.

Carole Brown (Stoughton , 2019-07-17)

#163

The easements on my property take up a significant amount. We have a 12 foot easement on the back of our propertt and our neighbor has none because of the way the development was built.

Susan Thornton Horn (Stoughton, 2019-07-17)

#167

Exercising my right to express the ordinance that makes it impossible for homeowners to erect a fence in an easement and Stoughton Utilities is unwilling to compromise.

Chelsea Kittleson (Stoughton , 2019-07-17)

#169

As the parent of a child with Autism and one with Down syndrome- sometimes parents have to have a fence to keep their children safe. Children with disabilities can sometimes be relentless with trying to get away. A dance can keep them safe- especially where there are risks like busy street or retention ponds. There are many low profile fences that are quite beautiful available today - rather than a ban - you can still allow for beauty by limiting what type of fence may be put in.

Robbin Lyons (Pewaukee, 2019-07-17)

#170

The policy is not in the best interest of property owners

Tim Strandlie (Stoughton, 2019-07-17)

#172

There are many legitimate reasons that people want or need to fence their yards. Specifically, families of children who have disabilities that include the likelihood of wandering are in critical need of this basic modification to their homes in order to keep them safe for the children .

Beth Swedeen (Madison, 2019-07-17)

#174

The easement is way to big. A person should be able to build a fence on their property.

Trisha Nelson (Stoughton, 2019-07-17)

#179

Or children need to be safe. This is a home with a child with special needs and I CANNOT believe you are not helping this child to remain safe in thier home!!

Margaret Rubio (Madison , 2019-07-17)

#181

This ordinance is counter productive to attracting and retaining young families to Stoughton. Attracting and retaining young families is critical to the health of our city and schools.

Jill Patterson (Stoughton, 2019-07-17)

#182

I’m signing because I am a parent with a child with disabilities and something as simple as a fence can create a safe environment for our children - young children of every ability level and older children with intellectual and other disabilities - and protect them from wandering or impulsively running out of the yard into unsafe situations. The yard is an extension of the home and an important space for growing children. Our community views itself as a safe and welcoming community for families. This ordinance undermines that goal for some families. Please help ensure that parents can organize our homes - including our yards - to be safe places for our children.

Christine Lidbury (Waunakee , 2019-07-17)

#184

A fence shouldn’t be such a hassle

Dacia Kretschmann (Stoughton , 2019-07-17)

#185

This ordinance is outdated and needs to be revised to be fair to homeowners.

Cherilyn Janisch (Stoughton, 2019-07-17)

#186

Stoughton Utilities is putting unreasonable restrictions on how property owners can use their yards with their ridiculous requirements for fencing.

Kathy Andrusz (Stoughton, 2019-07-17)

#188

Because sometimes fences are about more than looks. They are about safety and having access to your yard. This is critical for some folks with disabilities and elderly who wander or escape. They should be able to enjoy THEIR yards and be safe!!!!

Julie Burish (Brookfield 53095, 2019-07-18)

#189

The City of Stoughton, specifically the Stoughton Utilities, is exacting too much control over the taxpaying citizens in Stoughton who have legitimate and important reasons for needing to erect fencing.

Jennifer Hanson (Stoughton, 2019-07-18)

#192

I am the parent of a child with autism. We have a fence in our yard because our son would take off when he was younger and and it was unsafe. (We also had alarms on our doors.) I remember the moment, the fence was up. I went into the backyard with my kids and I finally felt relaxed. I could actually enjoy being outside with my children. Prior to that I was so nervous ALL THE TIME. To the people at Stoughton Utilities, please ask yourselves how you will feel if a child runs off, gets lost in corn field, drowns, or is struck by a tractor or a car, when it could have been prevented by a fence that a family needed and wanted to erect.

Nancy Gapinski (Glendale, 2019-07-18)

#193

I'm signing because I would have had a fence installed on my property but the current restrictions would have cut the Fenced area into a space too small. I needed a fence for our dog and small children. We live on main street and want to be able to enjoy our property outdoors without fear of our children running out near the busy street.

Stephanie Johnston (Stoughton, WI, 2019-07-18)

#195

The city ordinance is outdated, unfair, and unsafe. It sounds to me that Stoughton Utilities is trying to have it's way for no good reason at all.

John Thompson (Stoughton, 2019-07-18)

#197

I'm signing this because it's the right thing to do. The city should not interfere with private agreements in which it has no legitimate interest. Get out of the way!

Mauricio Parra (Stoughton, 2019-07-18)

#200

I support my community and someone in my community needs a fence for her children. I support her.
