All the government do is looking after their own pockets.. What about all the people who don't steal and earn a couple of rand every day.... How many children and families will now go hunger... But like always it will only benifit the government... If this go through you will see a big increase in house breaking... People getting robbed... And then who's next the pawn shop's.... Now they wane let 3000 of the defence force people go and get 4000 new police why don't use the defence people who had training already..... If a scrap yard get caught with stolen copper close them down end of the story... Let saps do their visits and check the goods.....

Every registered scrap dealer knows which materials they are allowed to buy. The scrap metal dealers that buy the illegal materials should be punished by law. The only way to do that is to educate the appointed task team to the best of their knowledge, so that they can positively identify the illegal materials when checking in by the scrap metals on a weekly basis.
Every scrap metal should get a sample from the government so that they can positively identify the materials, as the cables are the same as what you can buy from an electrical shop. But we leep asking and government NEVER supplies.
Law enforcement want to force their "status" down on scrap metal owners by saying that all copper is illegal. They have no clue which copper is which but they are very eager to say that it is stolen.
Closing down scrap metals/exports will only benefit the rich people(GOVERNMENT OWNED COMPANIES) of South-Africa and make the poor poorer. It will also lift the, already sky high, crime & unemployment rate by another inadequite number.
This ban on scrap metal dealers is just another power trip for those too incompetend to do their jobs properly. And as a result of that, lots of people will lose their daily income and families with just a living wage, will lose that too. And, sorry, but I don't see South African government rising to the occasion of helping those losing jobs or income in no way.
The proposal of cashless, will also be not a proper solution, as not every single person can have a bank account. Cause banking fees, and say a person goes to sell scrap worth R10 at his local, legal trader, do you really want that much power, that the said R10 must be paid into a bank account and the customer must now go to an atm and que for how long to just withdraw that R10. It is really ridiculous. I hope that this whole mess can be cleared by people actually knowing what to do and coming up with proper solutions.

I’m signing because its clear that they want to fix a wrong with another wrong. The police must do their job properly and stop taking bribes from criminal scrap dealers. The police must also stop threatening and harassing honest scrap dealers who refuse to pay the police bribes. In short as we've seen a crack down on the sale of copper. We've seen people smelting it to sell in africa. Aluminium cables have been made into potjie pots and just the other day they stopped a load of telkom wire heading to Zimbabwe. Implementing a ban will not stop nor even curb the theift. The problem is poverty and unemployment. It is unconstitutional to blanket blame and punish all scrap yards. 95 percent of which are tax paying, GDP building businesses. The other 5 percent are the scrap yards that are not properly monitor and thus the blame should fall squarely on SAPS. Not scrap as a whole

The scrap metal industry will surely be badly effected due to this type of laws,South Africa is very high in unemployment and there is hundreds of thousands of people making a living everyday out of selling waste materials,they don't have any bank accounts,cash sale is a meal to them mostly,one meal a day,there is no way they can be registered as sellers most live in shacks without proper physical addressing,companies use the funds of waste materials for various extras and would not be registering as scrap sellers,the ban on scrap exports will only be to enfavour the local mills which will make billions on the account of the scrap recycler,scrap dealers do all the preparation work for mills,they only process by melting down the raw materials,we do from collecting to processing and delivering to their doorsteps,there needs to be a competable market which will now fall into a one side offer what wants to be paid by the mills,expenses for a scrap dealer currently to process and transport material is double what it use to be a year ago,companies in SA are closing everyday which makes the recycling market smaller by the day.Every private individual is allowed to sell his waste materials due to being the lawfull owner of it,now only companies working with the waste material would be entitled to sell it,is unconstitutional,recycling laws are set throught the world with laws that recycling needs to be implemented to safe the environment.

Theft is SA is high and we all know it needs to be calved,but with proper trained police and better systems set,it can be done,but by giving all power to mills will not solve the issue,this is promises made by politicians to friend called "steel master plans".The PPS system which was brought into act was never adhere to by any mills,would they adhere to any new laws,NO,their aim is to buy scrap as cheap as possible to fill only their pockets,we have business and staff which needs to be ran with profit and reliable income or the industry will be hit hard with retrenchments and company closures.

The government of this country must come to the table and set better future for the citizens of the country to get them off the streets into training and permanent jobs,SASSA is not the income for anyone,take that money and build factories and sustainable businesses to create permanent employment is the correct solution.

The legal scrap metals are not the problem.
We keep registers of every metals bought and sold daily. We comply with the second hand goods act 6 of 2009 every minute of every day. Though we are blamed and accused of organised crimes. So many people living in poverty because of ou Countries extremely high unemployment rate rely on recycling companies as they walk for hours on end everyday to pick up odd metals thats been thrown anway just to get enough money to feed their families at night. Just to get up in the morning to do it all over again. We as registered and legal trading Scrap metal dealers pay our taxes, do our bits and pieces for our communities and provide jobs for so many people. It is unfair to perceive us all as rotten apples as the true ones are those whom never even applied for a license, never gets inspections or report on suspected goods.
