I live in the Dandenong Ranges and know the threat of bushfire. However, where someone has lost their home because of a natural disaster (flood, tree falling through their house, fire) most cannot afford the huge cost in rebuilding their home to a BMO standard. In such an incident, a resident should be able to choose - perhaps after some warnings about the risks - a non-BMO overlay build. We know that you have to "get out" under fire threat. But up here, having your house leveled by a tree or destroyed by flood is more likely these days an a BMO build won't help one iota in stopping a tree flattening a house.
