 STOP ARROWHEAD AIRPARK LLC VILLAGE INCORPORATION PETITION

TO THE COUNTY COMMISION of CASS COUNTY, MISSOURI  

WE, THE UNDERSIGNED, HEREBY PETITION the Board of County Commissioners for Cass County, Missouri as follows:

WE STATE OR BELIEVE:

1. On July 21, 2022 Arrowhead Airpark, LLC dated a petition to incorporate the 159-acre parcel Northwest of 203rd Street and Prospect Avenue into The Village of Arrowhead.

2. The property is currently zoned and used for agriculture.   

3. Arrowhead Airpark, LLC announced on January 20, 2022, their intention to develop the parcel into a private airpark.  The Martin City Telegraph reported on February 2, 2022 that Arrowhead Airpark, LLC intends to develop approximately 50 homes with private hangars, 50 hangar aircraft condos, representing a total of 100 airplane hangars, as well as a 3000-foot runway.  Arrowhead Airpark, LLC has represented that the runway is planned to be asphalt-paved and have runway lights.    

4. We, the undersigned, believe the proposed incorporation of the Village of Arrowhead is intended to bypass specific local zoning laws, aviation regulations, oversight, and accountability of the operations of their planned airpark that would normally be subject to typical rezoning and county oversight.  We believe incorporation of the Village of Arrowhead will circumvent the regulatory authority of Cass County.

5. We believe the proposed incorporation should be required to present any and all plans publicly and comply with any and all rules and regulations with respect to zoning in Cass County, Missouri.  

6. We believe the County Commission should deny Arrowhead Airpark’s requested incorporation to a Village, and any request to construct an airpark in the proposed location.   

7. We believe the denial of the proposed incorporation and development of an airpark will promote the public health, comfort, convenience, safety, necessity, environment and public welfare and is necessary to protect our property values.  

8. We believe the development of an Airport in the announced location will contribute to a long-term negative impact upon the environment, safety and lifestyle in Cass County, MO.  

9. That the petitioners/undersigned are residents of Cass County.
