Hi Serge,
I think Sandy Bay should only be allowed for naturist and blacklist the dodgy characters. They should have a security guard at the entrance of the path and on sunny days, have 2 "nude" security guards (male & female) at the beach to control and get rid of the clothed people.

It is important to create a positive image of naturalists in order that the public can support the cause. Sun tanning is not sufficient. Activities like yoga/tai chi as well as dance like ballet ( the Dutch and Berlin Ballet companies sport nude ballet) should be encouraged in order to create of more positive image of naturalism. Discussions should be held as to the fact that awareness of the physical body is a anti depressants and enhances self awareness.
In Short: Naturalism should be Defined not as exhibitionism and sexual gratification but as transcendent enhancement of self awareness and beauty. This will engage/ enhance the Image of Sandy Bay at present negative ( due to activities and condoms in the bushes at the far side.
