I'm don't want my area to turn into some craphole location filled with people who have no standards or consideration for others around them. The services provided for the houses on a one unit dwelling basis are insufficient for high density dwellings. It is one of the major causes for the services failure apart from the actual lack of maintenance on the part of the council.

This leads to overpopulation and an concomitant overloading of sewerage and other infrastructure. It also leads to noise polution.
These buildings are sub-standard in both materials and workmanship and generally does not comply with town planning by-laws.
This has a direct and negative bearing on the values of properties.

This practice has turned Ward 92 into a so-called grey area affecting property values negatively, which is already over inflated on the new valuation roll. Not to mention the increased sewerage and electricity burdens, which is already in a more than precarious state. It has also lead to increased petty crimes as well as other crimes. The potentially illegal structures erected in my street and other streets close to my house are:
1 - built in an ad hoc semi supervised manner,
2 - constructed on top of the services into the properties ( water lines, electrical supply and sewer lines) in the driveways and garden areas.
3 - are built in clear violation of the building line property restrictions and bylaws.
4 - may have violated the Electrical CoC requirements for the relevant properties.
5 - may have violated the designed electrical and water supply criteria for the residential area by altering the densification of the area.
6 - may have violated the occupancy requirements of the residential area.
7 - are renting out these rooms for commercial purposes thus trading without a licence as hotels / B&b or similar businesses without zoning rights.
8 - construct structures without engineering, architectural or Municipal approved plans or drawings to ensure safety of users.
9 - utilise unsuitable building materials that may create higher than acceptable designed fire loads close to or on the boundaries of adjacent properties.
10 - increase the density of traffic in the area above the design thresholds posing public safety hazards.
11 - such illegal structures also alter the design of the residential area from a desirable suburb to an undesirable overpopulated area and directly affects the property values of the area negatively while increasing rates due to over land use.
12 - the illegal structures are mainly rented out rooms at low values which attracts a lower LSM into the area thus potentially increasing the opportunities for crime.
13 - the increase in refuse generated by extra persons beyond design or occupancy capacity on such properties places an undue strain on the waste removal services and impacts service delivery negatively for all residents.
14 - the increased population now changes the policing requirements for the area but as these are unplanned and unknown changes in population density, the applied policing is inadequate.
15 - lax enforcement of Ekurhuleni bylaws has promoted this spate of illegal structures being erected in the Ward and specifically Klopperpark. To continue to ignore this problem is to ignore the needs and rights of ordinary citizens.

We have two properties around our Older Person Housing Facility that have and are building outside rooms on their properties which put a lot of strain on the sewerage system, the waste removal system, the water and electrical systems of the council. These systems are already se very strained as we have regular power failures as well as waste removal interruptions.
