Project 021 motion to make the Voortrekker Hall accessible to all.

The Voortrekker Hall, situated in Kuils River is currently occupied by the De Kuilen Voortrekker Club as permitted by a long term lease agreement between the club and the City of Cape Town.

This council owned facility should be open to serve the needs of the broader community. The Voortrekker Club is listed as a youth organisation. However, the very nature of it's aims and objectives seeks to serve only an exclusive demographic of the community.

Demographics have changed and it can no longer be accepted that a public owned facility can be a space which promotes social and cultural exclusivity.

The 1996 White Paper on Arts, Culture and Heritage. grounded in the Constitution, affirms the right of everyone to enjoy, participate in and have access to artistic, cultural, heritage and linguistic resources, facilities, training programmes and related activities.

Based on the above, we call on the City of Cape Town to terminate the lease between the City and the De Kuilen Voortrekker Club and hence allow the facility to be used for it's true purpose; serving the community at large.

Our plea is for Project 021 to be allowed the opportunity to enter into a long-term lease agreement with the City of Cape Town as our organisation is better suited to utilise the Voortrekker Hall within the rights stipulated in the Revised White paper of 1996.

Should Project 021 be granted the long-term lease of the Voortrekker Hall, we will be able to create a safe space for the 74 young people who are currenlty nurtured and developed in their creative skills, through our programmes.

In addition, fair opportunities will be granted to the De Kuilen Voortrekker Club and other Cultural and creative groups to utilise the facility.
